The Prosecutor General's office investigates into a series of violations in the state procurement of masks for 425 rubles each (almost 6 USD at current rate).

The Prosecutor General's office of the Russian Federation took control of the situation with the procurement of personal protective equipment for Saratov doctors.

On behalf of Prosecutor General Igor Krasnov, the Prosecutor's office of the Saratov region conducted a review of compliance with the requirements of the legislation on the contract system when purchasing PPE using budget money, including disposable masks at 425 rubles.

It is established that the “Saratov Pharmacy Warehouse”, which is under the jurisdiction of the regional government, placed a purchase order on April 29 to procure from a single supplier PPE worth of 43.36 million rubles.

The contract was for the supply of medical items: protective suits and glasses, filters and disposable medical masks.

The Prosecutor General's office reports that the company violated the established procedures for the tender contract by not complying with the methods of price formation. Requests for commercial quotes were not sent out to all potential suppliers, which did not allow establishing a reliable market value of the purchased goods.

At the time of the audit, the contract was not signed, therefore, the expenditure of funds was not implemented. The prosecutor of the Saratov region announced an official warning to the director of the company on 30.04.2020 on the inadmissibility of violating the law.

In connection with the Prosecutor's response the order of 30.04.2020 № 110-P was canceled.

In the wake of the investigation, Sergey Goryachev, the director of the company was suspended from work. His wife, the chief of staff of the Governor’s office, wrote a letter of resignation… at her own request.
